East Timor has a steadily improving trade balance, reflecting the contribution of petroleum development. According to the World Bank, East Timor enjoyed a current account balance of over 100 per cent of non-oil GDP in 2006. This is expected to increase in subsequent years. Excluding hydrocarbons, coffee accounts for around 90 per cent of merchandise exports, and this could increase as world coffee prices rebound.

The diving is world class with kilometres of majestic walls, that drop off into the deep blue sea, acres of untouched reefs, and an abundance of prolific marine life. Less than two years later, just exactly how these lessons were adopted exploded into the world's view in the streets of Dili, East Timor's capital in September 1999. Throughout East Timor thousands were murdered, hundreds of thousands made homeless, entire cities burnt to the ground. There is ample evidence that the U.S. government knew this was coming, and that their trained killers would play a leading role.
Most World Bank and ADB tender opportunities are advertised internationally but smaller value contracts might only be advertised in East Timor. East Timor Government tender opportunities are advertised in the East Timor Government website. The website is currently being redeveloped. Many other opportunities require on-the-ground intelligence to be identified.
