East Timor's first land and property law came into force in early 2003. Under this law, all real estate owned by Portugal on 7 December 1975 automatically became the property of the Government of East Timor. The Land and Property Department ... plans to establish a land disputes office or tribunal in order to resolve thousands of outstanding land claims.

A December 1999 assessment team found public institutions being strengthened and citizen groups forming to lay the foundation for a sustainable, democratic East Timor. Democracy Program Director Charles Costello testified to the U.S. Congress on the Center's findings. He encouraged the U.S. government to support initiatives to promote democratic development as well as infrastructure and economic development.

At the time, the United States government said it did not know Indonesia was going to invade East Timor. But secret documents, released from 2002 to 2005, show that Henry Kissinger, the Secretary of State of the United States, did know, and he told the President of Indonesia it was okay to invade.
