A $1 million, three-year U.S. Department of Transportation grant awarded Sept. 24 to the Duluth airport is the catalyst for Eagle's return. Duluth is one of 34 successful applicants for the agency's Small Community Air Service Development Pilot Program grants. It will provide a revenue guarantee to help Eagle offset its losses associated with re-starting service.
