Currently, drugs and crime are connected in very specific ways; their connection bears directly on the issue of whether or not property crime would decline under legalization. At least three "models" spell out the different ways they could be connected: the "enslavement" or "medical" model, the "criminal" model, and the "intensification" model.

The Australian Drug Foundation welcomes the opportunity to make a submission to the D&CPC on the issue of the misuse of benzodiazepines and other forms of pharmaceutical drugs in Victoria. Only by exploring and understanding the issues and realities of drug use and the harms arising can effective drug policy and strategy be developed and implemented. Prescription and over-the-counter (OTC) medication misuse and abuse are issues that are generally underrepresented in the literature on substance abuse.

These goals are pursued through three primary functions: research, guidance and support to governments in the adoption and implementation of various crime-, drug-, terrorism-, and corruption-related conventions, treaties and protocols, as well as technical/financial assistance to said governments to face their respective situations and challenges in these fields.
