Section III explores the coincidence of drug use and other crime, explaining that, in sharp contrast to the conventional wisdom, most users of illicit drugs do not commit large numbers of crimes against persons or property. Therefore, increasing enforcement efforts against drug offenders cannot be justified on the ground that these same offenders are inevitably ... perpetrators of nondrug crimes. Even if there are other plausible reasons to attempt to control drug markets, restrained use of scarce criminal justice resources for this purpose remains advisable for two reasons. First, it is likely that the criminal justice system will be unable to effectively control these markets. Section IV explores how drug buyers and sellers react to law enforcement efforts in ways that regularly frustrate their intent. Second, even if the evidence in Sections III and IV is denied, implying that control of drug markets is both desirable and possible, alternative uses of scarce criminal justice resources may be more valuable.

In 1998, with bipartisan support of the Congress and the President, ONDCP created the National Youth Anti-Drug Media Campaign, an effort designed to educate and empower all youth to reject illicit drugs. The Campaign relies on ads developed by PDFA. In less than two years, the Campaign's messages have become ubiquitous in the lives of America's youth and their parents.

This course explores the problems facing Latin America in relation to drugs and crime. The course focuses on the conditions giving rise to crime, drug trafficking and drug addiction in Latin America. It offers a basic understanding of international legal and human rights standards and law enforcement efforts that apply in addressing the issues of drugs and crime. Particular emphasis is placed on hemispheric strategies to combat drug use and narcotics trafficking This course can be taken to satisfy requirements for the International Criminal justice major. The integration and closer working of CDRPs and DATs can significantly improve local delivery of the drugs and crime agendas, as well as reducing local bureaucracy and avoiding a duplication of efforts. CDRPs and DATs may merge to become a single partnership or opt to align existing structures locally.

Despite claims of medicinal value and legalisation arguments, cannabis products remain illegal under the legal standards of the 1961 Single Convention on Narcotic Drugs, and revenues from the sale of illicit cannabis products are used for other criminal ventures. INTERPOL member countries remain firmly committed to their enforcement efforts against the cultivation and trafficking of cannabis products.

The event motivated residents to initiate their own community mobilization processes in efforts to eradicate drugs and drug-related crime. Community mobilization has come in the form of anti-drug marches and vigils. Other efforts such as educational programs in self-sufficiency have ... been implemented.
