Prior to 1975 the Caribs relationship to Dominica's political affairs was marginal at best. Because they were a minority within their political district, they were represented in Parliament by a non-Carib. Their affairs were handled first by the Ministry of Social Services after a ministerial system was established in 1956, and then by the Ministry of Home Affairs after internal self-government status was attained in 1967. The Dominica Labour Party government achieved two of its main goals in the 1970s: it ended the physical isolation of the Carib people by constructing a road linking the Carib Territory to the neighboring villages to the north and the south, and it gave Caribs representation in Parliament.

Mountainous, densely forested, with waterfalls and exotic birds, much of Dominica is protected as national wilderness. Volcanic activity provides boiling pools, geysers, and black-sand beaches. Most Dominicans are descendants of African slaves brought in by colonial planters. Independent from Britain since 1978, Dominica remains poor and dependent on banana exports. Governments, including that of Mary Eugenia Charles, the first female prime minister in the West Indies, have sought to broaden the economic base with tourism and light industry. Home to 3,000 Carib Indians, Dominica is the last bastion of this once populous Caribbean tribe.

Prior to the arrival of Europeans, the Arawak and Carib people inhabited Dominica. The Arawak, a peaceful people who lived in agricultural communities, were nearly eliminated by the Europeans, chiefly as a result of disease and enslavement. The more warlike Carib resisted the European settlers, and many more of them survived.

The Commonwealth of Dominica has established three Marine Reserves to preserve and protect the marine environment for all users. There is one reserve each in the Northern, Central and Southwestern coastal areas.

Dominica had around 252,000 visitors in 2005, which represented a contraction in both cruise line and stay-over arrivals over the record performance set in 2004. It is estimated that 4,500 Americans reside in the country.
