In addition, the United States and Dominica work together in the battle against illegal drugs. Dominica cooperates with U.S. agencies and participates in counternarcotics programs in an effort to curb narco-trafficking and marijuana cultivation. In 1995, the Dominican Government signed a maritime law enforcement agreement with the United States to strengthen counternarcotics coordination, and in 1996, the government signed mutual legal assistance and extradition treaties to enhance joint efforts in combating international crime.

Dominica is on Atlantic Standard Time, 1 hour ahead of Eastern Standard Time in the United States. Dominica does not observe daylight saving time, so when the United States changes to daylight saving time, clocks in Dominica and the U.S. East Coast will be on the same time.

After the fall of the Aristide government in Haiti in 2004, thousands of Haitians fled to Dominica. However, none of these Haitians had requested refugee status by year's end. Although the Haitians normally entered legally, many only used the country as a transit point and attempted to depart illegally for the neighboring French territories of Martinique or Guadeloupe. In September, as an incentive to enter and exit the country legally, the government began charging Haitians $400 (EC$1,000) when entering the country and promised to return the funds upon legal exit from the country. The refundable entrance fee had little effect on the numbers of Haitians departing illegally. There were no reported cases that any Haitians were trafficked against their will.

Dominica is a parliamentary democracy within the Commonwealth of Nations. The president is head of state, while executive power rests with the cabinet, headed by the prime minister. The unicameral parliament consists of the thirty-member house of assembly, which consists of twenty-one directly elected members and nine senators, who may either be appointed by the president or elected by the other members of the house of assembly.

Tourism has increased as the government seeks to promote Dominica as an "ecotourism" destination. Development of the tourism industry remains difficult... because of the rugged coastline, lack of beaches, and the absence of an international airport. The government began a comprehensive restructuring of the economy in 2003 - including elimination of price controls, privatization of the state banana company, and tax increases - to address Dominica's economic crisis and to meet IMF targets. In order to diversify the island's production base, the government is attempting to develop an offshore financial sector and is planning to construct an oil refinery on the eastern part of the island.
