Dominica has been a fully independent member of the Commonwealth of Nations since 1978. In 1981 there were two failed coup attempts. In 1980, Eugenia Charles and the Dominica Freedom party came to power; Charles, who survived two coup attempts in 1981, remained prime minister until she retired in 1995. Edison James, founder of the opposition United Workers party (DUWP), succeeded her after a win at the polls. He remained prime minister until early 2000, when Rosie Douglas led the Labor party (LPD) to a narrow victory over James and the DUWP. Douglas died in 2000 and was succeeded by Pierre Charles, who died in 2003.

Although the two dominant political parties in Dominica have different outlooks on the Carib question, they do concur on an integrationist policy toward the Caribs. The ruling Dominica Freedom Party, led by Prime Minister Mary Eugenia Charles, feels that the Caribs must consider themselves Dominicans first and should not view themselves as a distinct ethnic group. The party does not acknowledge the term Carib Territory because it is too closely identified with a nation, and it feels that there is no place for a state within a state in Dominica. The party ... espouses that the Caribs should not expect special treatment to compensate for their marginalized historical relationship to political authority. The growing point of view in ruling circles is that in order to arrest Carib sentiments for greater autonomy, the Carib Territory's communal land tenure status should be changed to a land tenure system based on private property, therefore granting individual certificates of title. Individual certificates of title would give Caribs access to credit; these titles could also, however, lead to landlessness through individual sale of property.

In a closely contested election in January 2000, the Dominica Labour Party (DLP) formed an alliance with the Freedom Party (FP) to oust the ruling United Workers Party (UWP). The leader of the DLP, Roosevelt "Rosie" Douglas was appointed Prime Minister of the coalition government. Following the sudden and tragic death of Rosie Douglas in October 2000, Pierre Charles was appointed Prime Minister. Pierre Charles himself died suddenly in January 2004. Roosevelt Skerrit was sworn in as Prime Minister on 8 January 2004.
