- Negotiations with organized labor need to be more comprehensive than just divvying up the pool of dollars that remain after the budget is developed. Historically, all parties at the negotiating table get the same average increase, if there is 5% available, the teachers get an average of 5% as do the administrators and the Superintendent on the other side of the table. Who then represents the taxpayer at the table? The Board is constrained by their potential quasi-judicial role in case of impasse. Independent, professional labor negotiation can break the employee-negotiating-with-employee cabal.

Mayor Adrian M. Fenty (D) already has pledged to direct dollars toward needle-exchange programs if the ban is removed, a commitment he reiterated in a statement Friday. The Commerce Dept took the fall for Hillary Rodham Clinton to end the proceeding and pay Judicial Watch nearly one million dollars in legal fees with taxpayer money. That’s how far back the Clinton campaign cash has been tainted. Maybe it goes back further but it certainly is coming to light again with more recent events that may not go away as easy as other Clinton misdeeds.

The city has spent 10 million dollars in television campaigns to fight smoking in the last five years after imposing higher taxes for every pack of cigarettes. A top brand pack of cigarettes now costs about 7 dollars, forcing smokers to travel outside the city to buy cigarettes, driving down at the same tax collection for the city, but only slightly.
