Despite its attempts at peacemaking, Djibouti has been adversely affected by warfare in and between neighboring Ethiopia and Somalia. Moreover, beginning in 1991, tensions between Afars and the Issa-dominated government resulted in an Afar rebellion. A reconciliation agreement was reached in 1994, but the last remaining rebel group signed a peace accord only in 2001. Djibouti was the base of operations for French forces during the Persian Gulf War, and the French remain a strong military and technical presence. The United States ... established a military presence in the nation beginning in 2002.

Djibouti [ Gibuti ] Republic of Djibouti Djibouti is important for its strategic location on the strait between the Gulf of Aden and the Red Sea. France obtained a foothold in the area in 1862 and organized it as a colony, French Somaliland, in 1896. The colony gained territorial status in 1946 and was renamed the French Territory of the Afars and the Issas in 1967. In a 1967 referendum the Afars voted to continue ties with France, while the Issas voted for independence and eventual reunion with Somalia. Djibouti became independent in 1977 under Pres. Hassan Gouled Aptidon, who established a single-party state in 1981.

The French Army will carry out the clearance operation, under the responsibility of the commander of French forces in Djibouti. Machines will be used, starting with mechanical ground preparation to optimize operation of the sifter used afterwards. If necessary, clearance will be completed manually. France expected that, in the absence of major unforeseen technical problems, the clearance operation would be completed by mid-2007. After clearance, the area will remain under the jurisdiction and control of France.[24]
