The circuit in question has absolutely nothing to to with descrambling; it is simply a notch filter to remove an interference signal that cable companies put on a premium channel, thereby preventing the viewer from watching the channel. Typicaly if a cable company uses this method, of rendering the channel unvieable, the picture will have black bars on it and the audio has a bleeping noise.
