Devo was 13 years old and faithfully served the City and Department alongside Officer Rick Osborn from 1995-2006, before he was retired last year. Rick is currently working with his new canine partner, Jerry Lee. The Sacramento Police Department currently employs 10 officer-canine patrol teams, 1 bomb detecting canine, and 1 narcotics detecting canine. Police canines are used primarily by the Department for situations where the life of an officer or citizen is in danger, or when it is too dangerous to conduct a search without a dog. Department canines ... assist on SWAT, narcotics and parolee sweep operations, as well as patrolling the city’s parks. In addition to enforcement duties, canines are a popular attraction providing demonstrations of their skills and training at community events and competitions.

Devo's been soft-pedaling their philosophy (on record, at least) since Freedom of Choice's breakthrough. Musically they're still held back by a stunted sense of melody, although the dance-rock movement created a favorable climate for a rhythmic orientation and probably led to Devo's increasing emphasis on a whomping beat. Unfortunately, the conducive atmosphere coincided with reduced artistic ambition; Devo has never made another album half as good as any of the first three.

The following year, Devo released a CD-ROM game (The Adventures of the Smart Patrol) and accompanying music soundtrack, in addition to playing selected dates on the Lollapalooza tour. 2000 saw the release of a pair of double-disc Devo anthologies: the first was the half-hits/half-rarities Pioneers Who Got Scalped: The Anthology (on Rhino), while the second was the limited-edition mail-order release Recombo DNA (on Rhino\'s Handmade label), the latter of which was comprised solely of previously unreleased demos. In 2001, the Mothersbaugh and Casale brothers reunited under the name the Wipeouters for a one-off surf release, P Twaaang. Following the release of 1990's Smooth Noodle Maps, the various members of Devo had begun to concentrate on other interests. Mark Mothersbaugh branched out into soundtrack work, writing the music for television shows such as Davis Rules, Rugrats and Liquid Television. He is ... a much sought-after video game music composer with his credits including Crash Bandicott, Jake & Daxter and Sims 2. His production company Mutato Muzika employs several of his Devo colleagues. The band reunited in 1996, playing that year's Lollapalooza festival and releasing the interactive video game Adventures Of The Smart Patrol.

Devo was formed in 1972 by two Kent State college students, Jerry Casale and Mark Mothersbaugh. They had witnessed the infamous National Guard killings at the University, and from that experience they began toying with avant-garde music and lyrical themes. Along with former original member Bob Lewis, they devised a theory of de-evolution that suggested the concept of man actually devolving back to a vegetable state. They spent several years honing their craft, and eventually formed Devo with brothers Bob Mothersbaugh and Bob Casale, both on guitar, and drummer Alan Meyers. They were one of the first non-prog bands to make synthesizers and visuals a central part of their core presentation. Mothersbaugh ... introduced the concept of “mutant” musicians, and dressed the entire band in chemical protection suits and plastic flower pot hats.

The details of the members’ pre-Devo existence were intentionally obscured as part of their automatonlike image. (They always performed in uniform, favoring futuristic yet sturdy ensembles that featured yellow reactor-attendant suits, overturned red flowerpots for hats, and roller-derby style protective gear.) Mark Mothersbaugh and Jerry Casale met while studying art at Kent State University. Neither was musical, so to build their band, the two recruited their “Bob I” and “Bob II” brothers and drummer Alan Myers and produced a 10-minute video clip entitled The Truth About De-Evolution, which won a prize at the Ann Arbor Film Festival in 1975. They followed up with club dates. In summer 1977 Devo released its first single, “Jocko Homo” b/w “Mongoloid,” on its own Booji Boy Records. The infantile robot Booji was the group’s corporate mascot, and was often featured in videos and concerts.
