June 15, 2001 A legislative report released Thursday shows the Mississippi Department of Corrections does not need to remove inmates from sheriff's work programs, Attorney General Mike Moore said. "Common sense has won the day," said Sheriff George H. Payne, Jr. "The winners are the taxpayers of Harrison County." Payne and other sheriffs have been at odds with lawmakers over their decision to guarantee higher numbers of inmates at private and regional prisons. Officials at those prisons said they need more inmates to break even on housing costs. The report shows that the private at Holly Springs in Marshall County and at Greenwood in Leflore County need about $28 per day to house an inmate, instead of $36 per day. The private prisons, instead of needing at least 900 each, require 843 beds in Leflore County and 871 in Marshall County. The state has to pay for the beds even if they are empty.

A report from the Department of Homeland Security (DHS) indicates that about two-thirds of the nation's first responders can talk to at least some of their colleagues in other agencies. The report focused on more than 6,800 law enforcement, fire, and emergency medical agencies, showing that at all levels of the government interoperability varies, DHS said Dec. 8. The report revealed that first responders are moderately successful in coordinating equipment with technology, but need more assistance in establishing standardized usage procedures and exercises for use across agencies. The report ... indicated that local agencies have achieved more interoperable capabilities compared to states. April 10, 2003 Union picket lines could begin appearing as early as next week at eight Illinois Department of Corrections facilities because of stalled contract talks between health care workers and the private vendor that employs them. Health care workers have been without a contract since Dec. 31 and have set Monday as a strike date, said Mark Samuels, public affairs director for the American Federation of State, County and Municipal Employees, the state's largest public-service employee union. AFSCME Regional Director Buddy Maupin said Tuesday that HPL is one of three primary suppliers of health care services to the state corrections system. Wexford and Addus are the other two principal contractors. Maupin said HPL's contract proposals are not only "inferior" to wages and benefits earned by state employees in IDOC who provide the same services, but they are ... below those paid by Wexford and Addus.
