Murderers accounted for 21 percent of state prison inmates in 1980, according to statistics from the Department of Corrections. Less than half a percent -- 311 out of 8,243 inmates -- were behind bars for drug crimes then.Now more than 9,200 are in for drug crimes, making them the biggest group at 20 percent of the inmate population. Murderers are second at 16 percent.

Giraldo is suing the California Department of Corrections and Rehabilitation for emotional distress and violating her constitutional right to be free from cruel and unusual punishment. A Yolo County Jail inmate died early Monday morning after collapsing during a struggle with jail correctional officers, the Yolo County Sheriff's Department announced this morning. David James Helmold, 37, of West Sacramento, was pronounced dead at 3:18 a.m. Monday at Woodland Memorial Hospital, a death that has spurred an investigation by the Sheriff's Department and its coroner division.

Prison officials say they treat everyone identified as needing it. The department regularly evaluates 2,500 inmates known to have hepatitis C, said spokesman Russ Marlan. Still, medical records and lawsuits show dozens of cases where inmates were denied testing or treatment or not even notified that they had the disease.
