In Delaware, the Board of Pardons and the Board of Parole are separate entities. The Parole Board is a statutory, not a constitutional, body. It exercises discretionary judgment to grant paroles or supervised conditional release from incarceration when statutes permit. If a convicted person breaches one of the conditions of release established by the Parole Board, then the convicted person may be returned to prison to serve out the full sentence. The Board of Pardons has no administrative apparatus and no power to recommit a person.

Occupying the area between northern Delaware and New York, the Lenape were not really a single tribe in 1600 but a set of independent villages and bands. There was no central political authority, and Lenape sachems, at best, controlled only a few villages usually located along the same stream. The three traditional Lenape divisions (Munsee, Unami, and Unalactigo) were based on differences in dialect and location. There was... a common sense of being "Lenape" from a shared system of three matrilineal clans which cut across their village and band organizations. Among the Unami and Unalactigo, the Turtle clan ranked first, followed by the Wolf and Turkey. The Munsee apparently only had Wolf and Turkey.

Following the American Revolution, statesmen from Delaware were among the leading proponents of a strong central United States government with equal representation for each state. Once the Connecticut Compromise was reached—creating a U.S. Senate and U.S. House of Representatives—the leaders in Delaware were able to easily secure ratification of the U.S. Constitution on December 7, 1787, making Delaware the first state to do so.
