Before transfered to the Israeli Navy the Dakar was a British submarine named Totem. In 1945 HMS Totem is in her first commission and she is presented with a totem pole by the Cowichan Tribe in Canada. The legened attached is that as long as the totem pole sails with HMS Totem, she will come to no harm. Over twenty years the pole with its figures representing the Thunderbird, the Grisly Bear, the Killer Whale and the Fire God is fitted to the front of the bridge when entering and leaving harbour. After refit in 1967, HMS Totem is trasfered to the Israeli Navy and renamed Dakar. She is lost with all hands in the Mediterranean whilst enroute from Portsmouth to Haifa.

The commune of Dakar has been in continuous existence since 1887, being preserved by the new state of Senegal after independence in 1960, although its limits have varied considerably over time. The limits of the commune of Dakar have been unchanged since 1983. The commune of Dakar is ruled by a democratically elected municipal council (conseil municipal) serving five years, and a mayor elected by the municipal council. There have been 20 mayors in Dakar since 1887. The first Black mayor was Blaise Diagne, mayor of Dakar from 1924 to 1934. The longest serving mayor was Mamadou Diop, mayor for 18 years between 1984 and 2002.

Dakar has some good museums and a few historic remains, most notably the Ile de Goree, which are worth a visit and described in the section sights. The nightlife (see nightlife) is among the best in Africa.

In Dakar, you will find many beggars, usually handicapped people or young children (called "talibes"). This can be disconcerting for some tourists at first, and the desire to give money is difficult to overcome. However, there are 300,000 talibes in Dakar, and so it's important to be aware that this can be an uncomfortable situation. One way to handle it is with a simple, polite "ba beneen yoon" ("next time" in Wolof). They may be persistent, but be firm without being rude. Another option is to give the talibes food.

Dakar was purchased by Israel in 1965, together with her 2 sister submarines, from the British Navy. The submarine was built by H.M. Dockyard in Davenport and was launched as H.M.S. Totem on 28th September 1943. In the mid 50's the submarine was renewed and refitted. 12 feet were added to the length of the pressure hull. The deck gun was removed, 2 more electrical motors were put in and the boat was streamlined with an enclosed new conning tower and a new bridge.
