With respect to Cuba, he commented that the same methods are being applied in order to encourage and support civil groups opposed to the Cuban government and the Revolution. As an example, he mentioned the so-called independent journalists, independent libraries and civil rights activists, stating: "they are not, nor were they ever, independent in any sense whatsoever."

Cuba allocated tens of millions of scarce dollars to build "state of the art" facilities. Unfortunately, in these early years, there was not enough money to fund "pure research". Everything was geared towards production and sales of biotechnology goods and services.

While other Administration officials backtracked when challenged to produce evidence, Bolton hasn't wavered in his hostility to Cuba. Persons doing noncommercial Cuba-related academic research in Cuba for the purpose of qualifying academically as a professional (e.g., research toward a graduate degree). Students planning to engage in such transactions must carry a letter from the licensed institution stating: 1) the institution’s license number; 2) that the student is enrolled in a graduate degree program at the institution; and 3) that the Cuba research will be accepted for credit toward that graduate degree.
