Most Tarrant County public schools have required criminal background checks of all their volunteers for years, while exchange students have been placed in homes for up to a year based only on references and initial home visits. And because fees are high — from $6,000 to $14,000 per student handled by nonprofits — coordinators scramble to place them, said Danielle Grijalva, founder of the Committee for the Safety of Foreign Exchange Students.

Agencies where students have clinical experiences require criminal background checks and drug screens for all students before being allowed into the agency. The criminal background check and drug screen are conducted at students' expense. The results are sent to the agencies where the clinical experiences are scheduled, and the agencies determine who may and may not come to that facility. Gordon College has no way of knowing or controlling who will be permitted to have clinical experiences in the agencies.

Students who wish to substitute are required to undergo a criminal background check, including fingerprinting. There is a processing fee of $54.00, and you will want to begin this process at least six weeks in advance of the date you would like to begin substituting. Some universities implements criminal background checks to further assess who will be permitted for consideration of on-campus housing. This is to protect students and the campus as well from felons who might perform unlawful operations that would injure the institution and it members. Some would have minor criminal backgrounds like underage consumptions or traffic violations, but to have checks on these is for the students to discuss these details of offences to the administration of the school for eligibility.

If a student is denied clinical experiences at any clinical agencies because of findings in the criminal background check or drug screen, the clinical requirements for that course can not be met. The student would not be able to successfully complete the requirements of the course; therefore, withdrawal from the program would be required.

Dawna Bailey is a regional coordinator for Pacific Intercultural Exchange, which has been conducting background checks of host homes and staff members for the past 10 years. This year, Bailey has placed 43 students in the Dallas-Fort Worth area. She says that she’s hands-on with her teens and that — unlike some agencies — she’s readily available in case school counselors call.
