The suit claims that senior management of Costco is virtually all male. Nationwide, less than 16 percent of General Managers are female. Promotions into Assistant Manager and General Manager positions are not based on any stated qualifications or criteria; openings for those positions are not even posted. Nor is there any application procedure for such positions. Instead, such promotions are based on a "tap on the shoulder," a tap almost always made by a man.

A nationwide employment discrimination class action lawsuit has been filed against Costco Wholesale Corporation. The suit charges that Costco operates a "glass ceiling" at the store-management level which precludes women from obtaining promotion to assistant manager and general manager positions. On Thursday, January 11, 2007, Judge Marilyn H. Patel certified the class finding that three current and former Costco employees may represent all women employed by Costco in the United States denied promotion to assistant and/or general manager positions since January 3, 2002.
In January 2007 a California judge granted class-action status to a gender discrimination lawsuit brought forward by Costco employees alleging that qualified females were routinely passed over for promotion. More than 700 women claim to have been denied promotions based on their gender.

Greenwood said he wouldn't still be in business today except for the help he got from Costco Wholesale Co., one of the nation's biggest discount retailers. As an executive member of the warehouse store, he got his insurance through a Costco program that sets one rate for everybody and promises to turn down nobody in Washington state.

In February 2005, a woman filed a lawsuit against Costco claiming a supervisor sexually harassed her and that she was the target of retaliation once she reported the alleged abuse. When she complained of the alleged harassment, she stated she was transferred to another part of the store and eventually her hours were cut.
