Once a control unit is set up, it fulfills many needs. The BOP operates Shawnee with some flexibility. Protected witnesses, disciplinary cases, high profile individuals, members of various Columbian cartels, and women with successful escape histories are imprisoned here. What distinguishes them from the political prisoners is their ability to transfer out of Shawnee. Over the past year, there has been a massive movement out of the unit. But the political prisoners, despite repeated requests to be transferred, have been excluded from this.

Control unit prisoners have resisted the brutality they are subjected to with the means at their disposal. Prisoners at the Pelican Bay SHU flooded the federal court with over three hundred civil rights petitions, forcing an unusual meeting between federal judges and the prison's warden to discuss prison conditions. Lawyers for the prisoners have since filed a class action lawsuit charging, among other things, that the extreme isolation violates constitutional safeguards against cruel and unusual punishment (Mintz, 1991). At Southport, New York, prisoners capped months of resistance by taking guards hostage and holding three of them for twenty-six hours until the prisoners' grievances were aired over local television (New York Times, 1991; Raab, 1991b).

The Control Unit carries a crew of 4 and is based at Wymondham Fire Station. Its role is to provide a mobile incident command centre for large incidents. The vehicle comprises 2 main compartments.

In the event of an overload or short circuit, locomotives will stop and the additional functions are switched off and the LED on the Control Unit will go dark. If the disturbance lasts less than two minutes, just press the green "go" button on the Control 80 to resume normal operation. In the event of longer disturbances, all commands must be reprogrammed.
