The constitutional convention, presided over by Republican John Henry Smith, met from 4 March to 8 May 1895. Smith was presented as the only nominee by George B. Squires and received unanimous support from the convention members. His motto, "Our liberties we prize and our rights we will maintain," set the stage for a convention faced with numerous tasks, including acceptance of the American constitution, formation of committees, rules of order, arrangement of seating, permanent offices, and, perhaps most pressing, the woman suffrage issue. The convention's final outcome would be a constitution (plain text or scanned images) patterned closely after those of other American states but one which met the requirements of a territory with a unique history.
The second method prescribed is for a Constitutional Convention to be called by two-thirds of the legislatures of the States, and for that Convention to propose one or more amendments. These amendments are then sent to the states to be approved by three-fourths of the legislatures or conventions. This route has never been taken, and there is discussion in political science circles about just how such a convention would be convened, and what kind of changes it would bring about.
"A constitutional convention has relevance for state government in this age of reform," he said last week. But first he wants to hear from knowledgeable people from outside state government, like Duquesne law professor Bruce Ledewitz, an expert on the state judiciary and one of those who will testify Thursday.
The Conference of the States meets every requirement for a constitutional convention even though it has not been called pursuant to Article V of the Constitution. It would have the legal force of a free people if its proposals were adopted. It would make no difference whether Congress approved or not, since the whole people are superior to all institutions of government and have authority over them.

The scary thing is that it is far easier for the right wingers to get and control a constitutional convention because the voting is done by state and because of the small state advantage. There’s no guarantee that they could — Bush won 31 states last election, so it would take all those states plus three to call a convention, and 38 to pass the new constitution. Still, it could happen.
Governor Mike Leavitt obviously realizes he made a tactical error in openly calling for a constitutional convention last year. But his ostensible retreat from that unpopular proposal, his mollification of those governors who want federal money for their own welfare-state programs, and his "ideological migration" in support of a greater role for the federal government, exemplify the consummate politician.
