Between 2002 and 2006, Colombia saw a decrease in homicides by 37%, kidnappings by 78%, terrorist attacks by 63%, and attacks on the country’s infastructure by 60%. Coca crop eradication and cocaine and heroin interdictions are setting records.

The panel was hosted by Luis Fernando Almario, a congressman from Caquetá, a department in southern Colombia overrun by guerrillas, paramilitaries, and the coca trade. Caquetá has been heavily fumigated with glyphosate since the mid-1990s, with little alternative-development investment to go along with it. This combination of policies has had litle discernible effect on the amount of coca grown in the department.

Coca was cultivated in small plots by Paez Indians in the San Jorge Valley in the department of Cauca in southwestern Colombia and in the Cordillera Occidental. Smuggling was carried out largely by individual carriers, or "mules," who transported a few kilograms at a time using commercial airlines.
