The minority colleges and universities program includes Historically Black Colleges and Universities (HBCU), Hispanic Serving Institutions (HSI), and Tribal Colleges and Universities (TCU). OSBP promotes efforts to increase the involvement of such institutions in the Department's programs, including procurement; develops departmental policy and guidelines; establishes program plans; and monitors and reports on results achieved.

Since 1989, the American Indian College Fund has awarded more than $45.6 million in scholarships and grants for American Indian students to attend the nation's 32 tribal colleges and universities. A vast majority of tribal colleges are located on or near reservations and serve isolated areas -- providing access to higher education for people who otherwise would not be able to advance beyond a high school diploma. Ninety-one percent of the scholarship recipients are "non-traditional" students -- they have dependents, are older than 24, work full time -- or are a combination of the three characteristics. In addition, 56 percent of tribal college graduates go on to a four-year institution, a far greater number than the transfer rate of community colleges in general.

There are 32 federally recognized Tribal Colleges and Universities in the United States. Located mainly in the Midwest and Southwest, Tribal Colleges and Universities service approximately 30,000 full- and part-time students. They offer two-year associate degrees in over 200 disciplines with some providing a bachelor's and master's degree. They ... offer 200 vocational certificate programs.

The five schools are among the 34 tribally-controlled colleges and universities in 12 states that are affiliated with the American Indian College Fund. They are Cankdeska Cikana Community College in Fort Totten, N.D.; Fond du Lac Tribal & Community College in Cloquet, Minn.; Little Priest Tribal College in Winnebago, Neb.; Nebraska Indian Community College in Macy, Neb.; and Southwestern Indian Polytechnic Institute in Albuquerque, N.M. The Wal- Mart scholarships ranged from $100 to $1,000 per student.
