One-hundred-thirty-nine colleges and universities were selected to be included in the survey, up from 100 last year with every state represented by at least one school. The schools were chosen for their size and general level of familiarity to the public. Information was gathered over the course of three months -- April to June 2007. The students of each school participated in a poll to judge their opinions of their school's student health services regarding matters of sexual health and awareness. Each school's student health center was contacted via telephone and email to participate in a brief poll regarding the center's services. Each school received a score of 1-10 in each of 11 criteria, and then each of the numeric scores was converted into a letter grade, from which a score was calculated for each in the same manner a student's grade point average is computed.

The merger of Blackboard and WebCT marks a major milestone in the build- out of networked learning environments by colleges, universities, schools and other education providers. It creates a large, collaborative community of academic institutions-a global e-Learning "Community of Practice"-supported by unsurpassed resources for innovation and support. Currently, more than 3,700 higher education, K-12, corporate, government and commercial academic institutions enhance their learning environments with solutions offered by the two organizations. Bringing Blackboard and WebCT together provides a powerful platform for innovating and supporting what at many institutions is the least developed, yet one of the most strategic segments of their technology infrastructure. Further, it will break down barriers and enable collaboration across institutions by developers and end-users at a critical time in the evolution of e-Learning technologies.

Aside from a few four-year colleges supported by municipal governments or the federal government, most public colleges and universities in the United States are state institutions. In most cases, state boards of higher education provide funds for these schools and oversee their programs of instruction. Most state governments establish systems of higher education, such as the State University of New York System or the University of California System, which comprise groups of interconnected college or university campuses.

Schools can use the tool to identify and analyze trends in their data in an easy-to-use format.
