In December, 1863, restless and anxious over her cooling relationship with Elwell, Barton sailed for Washington. She sank into deep depression to the point of considering suicide. Then General Grant's spring 1864 campaign began to flood the field hospitals with wounded. Supplies ran short despite the planning of the Sanitary Commission. Barton again received a pass to go to the front. Fredericksburg was full of wounded Union soldiers, suffering from want of food.

Clara went to Europe later on and learned about The Red Cross. She ... learned about the Treaty of Geneva which helped provide relief for sick and wounded soldiers. At this time, the U.S.A. had refused to sign the treaty.
It was during those years that Barton received a small staff and $15,000 from the government to search for missing soldiers. As word of her efforts spread, Barton was inundated with thousands of letters regarding lost husbands, sons, and brothers.
