Hellfire Citadel is the headquarters of the Fel Orcs of Outland, a nearly impenetrable bastion that once served as the base of operations for the orcs throughout the First and Second Wars. Kargath Bladefist and his Fel orcs now make their home in the citadel.

Originally named Bastion, Citadel was the very first android hero. In the initial Rikti onslaught, he took heavy damage, and was almost completely destroyed. With Positron's help, scientists at DATA created a second version of Citadel using the old model's original memory core and the remnants of a power suit, once worn by the hero Horatio. He now works on Talos Island issuing Task Force missions and consulting DATA on development of all AI-based robots. Citadel does not fully understand human ways, but he is a valiant defender of Paragon City.
Today, Citadel has leadership positions in airport services, through its partnerships with Swissport International Ltd. and Gate Gourmet International AG, worldwide leaders in ground services and airline catering respectively. Citadel plays a major role to the country's export-oriented industries through its partnership with the Exel Group and Hyundai Merchant Marine, both prominent worldwide logistics and transportation companies. Internationally, Citadel continues to be on the lookout for new opportunities, recently signing a deal to purchase control of the Micronesia Telecom Co from Verizon Communications. MTC is the dominant telecom provider in Micronesia.

Even after thousands of years, the Citadel still has many secrets. No one knows exactly how old the station is nor what resilient material it is built from. The location of the Citadel's core and its master control unit, regulating systems like life support and navigation, is still unknown. But the most interesting mystery of the Citadel surrounds its caretakers, the keepers. These mute alien creatures maintain the Citadel's systems and can be seen working all over the station - often rearranging things - but nothing is really known about them.

In addition, Citadel Derivatives Group intends to increase its ownership interest in Direct Edge. Upon the closing of the transaction with Goldman Sachs and the increased investment by Citadel, Knight's ownership interest in Direct Edge ECN will be reduced to below 50%. As a result, Direct Edge will no longer be a consolidated subsidiary within Knight's financial results.
