Chloe's parents are Gabe and Moira Sullivan, who have been divorced since Chloe was five. Moira is a metahuman with the power to control Chloe telepathically, so she had herself committed when Chloe was eight and has been in a mental institution since Chloe was 12. Chloe has no siblings but has two cousins- Lucy and Lois Lane. Chloe is very close to her older cousin and the two look after each other.

When Chloe meets Perry White, an inspiration and idol, in "Perry", he admits to her that Lionel has reduced him to tabloid TV journalism. Chloe mirrors his experience after Lionel blacklists her, but says she can use her cousin's name as a pseudonym to continue writing. This last only shortly as when Max runs her piece on the Summerholt Institute; despite her warnings, he is murdered, bringing about the end of her first job as a reporter at the Daily Planet.

When Chloe met Ryan James, he read her mind and told Clark that Chloe wanted him to ask her to the Spring Formal. Clark ran for Class President his freshman year; he was disappointed when Chloe and the Torch backed his opponent for the job, but understood that Chloe's journalistic integrity would sometimes take precedence over their friendship.

Chloe was involved with her CTU subordinate, Spenser Wolff. The two spent the night together before Day 5 began, and she kicked him out the next morning. It turned out to be a short-lived relationship, he was discovered to be a mole and Chloe fired him from CTU later in the day.

The house of Chloe was founded in 1952 by Jacques Lenoir and Gaby Aghion. Chic, sensual and unmistakably French, Chloe immediately established itself as a house that celebrated a softer aesthetic. Although Chloe was helmed by different designers in its history, they stayed true to the concept of romantic, feminine fashion. In October of 2006, Swedish designer Paulo Melim Andersson joined Chloe as Creative Director and made his debut with Chloe fall 2007 collection. Andersson, a graduate of both the famed Central Saint Martins and the Royal College of Art in London, spent 7 years at Marni as design director before coming to Chloe. There is no doubt that he brought dramatic changes to the Chloe's design legacy of past few years, by adding essence of edgy styling rather than the romantic quirkiness.

When she met with Jack, the men who chased Chloe appeared and tried to break in so she, Jack and Derek ran and hid in one of the buildings. Jack killed Chloe's first pursuer and two of the remaining three men chasing them, but questioned their leader, Conrad Haas. Chloe heard Haas confess to shooting David Palmer, and then observed Jack shoot him.
