The rate of traffic accidents in China, including fatal accidents, is among the highest in the world. Driving etiquette in China is developing. As a result, traffic is often chaotic, and right-of-way and other courtesies are often ignored. Travelers should note that cars and buses in the wrong lanes frequently hit pedestrians and bicyclists. Pedestrians should always be careful while walking near traffic. Road/traffic conditions are generally safe if occupants of modern passenger vehicles wear seatbelts. Most traffic accident injuries involve pedestrians or cyclists who are involved in collisions or who encounter unexpected road hazards (e.g., unmarked open manholes). Foreigners with resident permits can apply for PRC driver licenses; ... liability issues often make it preferable to employ a local driver. Child safety seats are not widely available in China. Americans who wish to ride bicycles in China are urged to wear safety helmets meeting U.S. standards.

Though China's economy has expanded rapidly, its regulatory environment has not kept pace. Since Deng Xiaoping's open market reforms, the growth of new businesses has outpaced the government's ability to regulate them. This has created a situation where businesses, faced with mounting competition and poor oversight, will be willing to take drastic measures to increase profit margins, often at the expense of consumer safety. This issue acquired more prominence in 2007, with a number of restrictions being placed on problematic Chinese exports by the United States. The Chinese Government recognizes the severity of the problem, recently concluding that up to 20% of the country's products are substandard or tainted.

In May 2006, China completed construction on the Three Gorges Dam, the largest hydroelectric dam in the world. More than a million people will be displaced when the area is flooded. In July 2006, China opened a $4.2-billion, 710-mile-long railway from Qinghai Province to the Tibetan capital of Lhasa. The highest railway in the world, it ascends as high as 16,500 ft, requiring all compartments to have regulated oxygen levels. The railway will increase ethnic Chinese migration into Tibet, which many see as a deliberate attempt to dilute Tibetan culture.

The China Open will be held from September 10-26 at the state-of-the-art Beijng Tennis Centre. It features the world's best ATP players including former French Open champions Juan Carlos Ferrero and Carlos Moya, former US Open champion Marat Safin, top 10 stars David Nalbandian and Rainer Schuettler and Asian number one Paradorn Srichaphan. The women's field includes China's new tennis star Zheng Jie, newly crowned Queen of Wimbledon and Princess of tennis Maria Sharapova and six-time Grand Slam champion Serena Williams.

China is firmly committed to economic reform and opening to the outside world. The Chinese leadership has identified reform of state industries and the establishment of a social safety net as government priorities. Government strategies for achieving these goals include large-scale privatization of unprofitable state-owned enterprises and development of a pension system for workers. China began to build a modern legal system in the late 1970s, after opening itself economically to the rest of the world. Since then it has developed legal codes in the areas of criminal, civil, administrative, and commercial law. The legal system is not independent of the government... a problem that is especially acute on the local level, where corrupt officials manipulate the process to protect themselves and limit citizens’ rights.
