On March 1, 1979, the United States and China formally established embassies in Beijing and Washington, DC. During 1979, outstanding private claims were resolved, and a bilateral trade agreement was concluded. Vice President Walter Mondale reciprocated Vice Premier Deng's visit with an August 1979 trip to China. This visit led to agreements in September 1980 on maritime affairs, civil aviation links, and textile matters, as well as a bilateral consular convention.

This policy involves additional tax breaks for farmers, a rural medical insurance scheme, reduction/elimination of school tuition fees and infrastructure development to encourage investment in underdeveloped areas, e.g. the Beijing/Lhasa railway - a dream first put down on paper by Sun Yat Sen in the early 1900s.

The next 5 years represent a critical period in China's development. To investors and firms, especially following China's accession to the World Trade Organization (WTO) in 2001, China represents a vast market that has yet to be fully tapped and a low-cost base for export-oriented production. Educationally, China is forging ahead as partnerships and exchanges with foreign universities have helped create new research opportunities for its students. China will host the Summer Olympics in 2008 and views this as an opportunity to showcase to the world China's development gains of the past two decades. The new leadership is committed to generating greater economic development in the interior and providing more services to those who do not live in China's coastal areas, goals that form the core of President Hu's concepts of a "harmonious society" and a "spiritual civilization." However, there is still much that needs to change in China.
