China's perceptions regarding other major powers, especially Moscow and Washington, have been the most important external factor molding its Indian Ocean vision and policy initiatives. While initially it was American containment that explained all their activities in the Indian Ocean, the Sino-Soviet split in the early 1960's made China suspicious of Moscow's initiatives and intentions in this region.

The volume of foreign direct investment inflows in China dropped slightly in 2006. According to Ministry of Commerce statistics, foreign direct investment fell about four percent in 2006 to $69.5 billion. American investment in China dropped at a greater rate, as it has since 2002. China was the world’s third largest foreign direct investment destination, after the United States and the United Kingdom. Outbound investment from China in 2006 increased substantially from a small base. Chinese investment abroad will grow significantly in future years, as China encourages leading domestic firms to acquire key technologies, brands, and access to natural resources abroad.

Some Americans report that items purchased in China and believed to be antiques or genuine gems are often later determined to be reproductions. Some travelers report that this occurs even at state-owned stores and museum stores. Travel agencies and tour guides will often escort tour groups to particular shops at which the travel agency or tour guide will share in the profit, and may claim to guarantee the “authenticity” of items sold in those shops. Travelers are warned to be vigilant when purchasing items in China.
