In contrast, production of child pornography requires only equipment that anyone can buy at a local mall. Because much of the original product is “home-grownâ€â€”produced by the parents or caretakers of the victims and then offered for distribution to a syndicate—the risk of capture is low. And the penalties are much lower than they should be, considering both the damage done and the profit realized. Once the images are created, they can be copied forever. Even seizure of the original pictures means nothing: Images on the Internet can never be destroyed. The only things “used up†in the child pornography business are its victims.

By the mid-1980's, the trafficking of child pornography within the United States had been almost completely eradicated through a series of successful campaigns waged by law enforcement. Child pornographers had become lonely and hunted individuals. Producing child abuse images was both difficult and expensive, and reproducing images was equally difficult and expensive. Purchasing and trading such images was extremely risky. Anonymous distribution and receipt was not possible and it was difficult for pedophiles to find and interact with each other. Unfortunately, technology has changed the situation.

The United States Marshals are seeking David Creamer on charges of Money Laundering, Felon in Possession of Firearms and Distribution of Child Pornography. At the time of his arrest in1997, authorities seized seventy (70) firearms and 80,000 rounds of ammunition. Creamer often has a beard and mustache. Between 1992 and 1995, Creamer’s organization produced more than 100,000 pornographic diskettes for worldwide distribution.

The Postal Inspection Service is interested in combating the production and distribution of child pornography and the sexual exploitation of children. Therefore, the mailing of child pornography receives priority attention as a part of the effort to eliminate this form of child abuse. If acts of physical child abuse are discovered incident to a Postal Inspection Service investigation, immediate referral is made to local law enforcement authorities for additional attention to protect the children.

On Nov. 2, David Lynn Patterson, 41, was sentenced to 10 years in a North Carolina prison for production and distribution of child pornography. Patterson admitted to making and distributing videotapes of scantily-clothed children under the age of 12 being beaten and fondled.
