Although pornography on the internet has received widespread attention, particularly with respect to access by minors, internet child pornography has been seemingly overlooked. Generally referred to as Lolita sites, in reference to the book of the same name by author Vladimir Nobakov, child pornography sites have been appearing everywhere from private hosting domains to member communities such as GeoCities. U.S. Customs Service estimates indicate that there are more than 100,000 child pornography sites worldwide. Additionally, revenues, for this illegal industry are estimated to range from $200 million to over $1 billion each year. Id.

On Oct. 31, Randy A. Koontaz, 22, was sentenced to 33 months of imprisonment for sending child pornography over the Internet. Koontaz posted images of children on Internet "newsgroups" that were accessed by interested parties.

On Oct. 28, Russell L. Pitcher, 44, was arrested for downloading child pornography at the Monroe County Public Library. The arrest followed a library patron's complaint that Pitcher was accessing sexually explicit images of children.
