American citizens are strongly advised not to travel to the Central African Republic (CAR) until further notice. Active rebel movements are still present in the northern regions of the country. In the northwestern prefectures of Ouham and Ouham-Pende, roadblocks by rebels and by government forces pose a serious and continuing threat to aid workers and travelers. Fighting between rebels and government forces has forced much of the population near the town of Ngaounday to flee into neighboring Cameroon and Chad. An expatriate aid worker was killed in an attack on a well-marked vehicle north of Bocaranga in June 2007.

Doctors Without Borders/ Médecins Sans Frontières (MSF) began working in northwestern Central African Republic (CAR) in November 2005. Since then, an increase in violence carried out by pro- and anti-government forces has caused a massive displacement of the population and an influx of refugees into neighboring southern Chad.

The UN held a conference to address a crisis in Darfur, Sudan, including the spillover into Chad and Central African Republic. Sudan has previously refused a UN presence in Darfur, but now says, with many caveats, that it agrees in principle, to allow a hybrid African Union and UN force, led by the former, and with the UN offering only logistical and technical assistance. Immediately after, Sudan and its allied militias launched massive raids in Darfur, killing scores of civilians.

"As long as the problem of Darfur is not solved, you will not have peace in Ndjamena or Bangui," said Lamine Cissé, the top UN official in Central African Republic, referring to the capitals of Chad and Central African Republic. "The conflicts are all linked, and solving one requires solving all."
