According to Jeffrey Kirchmeier, at least six states have experimented with chemical castration laws in the United States. Those states are California, Florida, Georgia, Texas, Louisiana, and Montana. California was the first state to use chemical castration as a punishment for sex offenders. In California, judges may require first-time offenders to undergo chemical castration. After a second offense treatment is mandatory.[1][2] In Iowa and Florida chemical castration is available in all cases involving serious sex offenses. As in California treatment is mandatory after a second offense.

Like Smith, who served no time for the earlier offense, other sex predators are opting for castration to avoid or lessen a prison sentence. Last year, a 25-year-old pedophile avoided prison time for sexual offenses on two young girls after a different Florida judge ordered him to take chemical castration treatments for life. And in California, the first state to mandate castration for some sex offenders, at least 15 inmates have asked to undergo castration in the hope that it would increase their chances of being set free.

Historically within each culture there has been a small segment of non-transgender men who seek chemical or surgical castration. These include a variety of groups. The Skoptji within Russia are a religious sect, and believe castration is the highest form of spirituality. There are ... the famed Castrati who served Catholic Churches as well as Eunuchs who served Mid-Eastern harems. Throughout history there have also been a number of individuals who performed self-castration or sought it for personal purposes. Males today still seek castration for primarily the same reasons males did so in previous cultures.

A temporary chemical castration has been studied and developed as a preventive measure and punishment for several repeated sex crimes such as rape or other sexually related violence. Chemical or surgical castration is being discussed in many countries in particular as a voluntary surgical measure: an option for child molesters to avoid (long-term) imprisonment. In the case of chemical castration, regular injections of anti-androgens would probably be required. However, this treatment is not as effective as commonly believed, for there have been numerous cases of castrated men continuing to molest children.

Studies in Denmark and Switzerland had shown that voluntary chemical castration reduced repeated rapes from 50% or higher to less than 10%. In reply to the debate, Deputy President Jacob Zuma's office said that no proposal for castration had been tabled for consideration. Zuma said... that the South African Law Commission (SALC) was investigating the viability of chemical castration for repeat offenders, and that the government would study its report.

A more recent drug introduced into the chemical castration medicine cabinet holds more promise. Triptorelin works the same way as Depo-Provera only its effects occur further upstream (understanding the endocrine system is a bit like reading The House That Jack Built). Triptorelin is more effective, has fewer side effects and can be administered on a monthly basis as opposed to weekly for Depo-Provera. In a recent study, pedophiles treated with a Triptorelin reported the complete cessation of sexual fantasies and when the study was over, almost all elected to remain on the drug.
