Boise Cascade kiln operator Dick Phillips Jon Stoltz, a vice president with Cascade Natural Gas in Seattle, said wholesale prices are still rising but should peak soon and start declining. In the Northwest, the main driver of the natural gas market is the energy-shortage crisis in California, he said. "With the shortage of electricity, those who can generate it, even with natural gas, are able to sell it at high prices, driving the wholesale prices up," Stoltz said. The average price per therm four months ago was about 39 cents and has more than doubled since, with prices fluctuating daily, according to the U.S. Department of Energy. Several fruit processors have said they're simply soaking up the extra costs while waiting for prices to drop.

NW Natural Gas, Avista Utilties, and Cascade Natural Gas will file requests with the Commission in late August to adjust their rates as part of the annual Purchased Gas Adjustment (PGA). The annual adjustment allows companies to pass through their actual cost of purchasing gas to customers. Commission staff will analyze the requests and the Commission will make a decision. Customer rates would change effective November 1, 2007. The companies make no additional profit from the adjustment.

The CPUC was able to obtain 2004 information about the largest natural gas producers in the states of Wyoming, New Mexico, Texas, and California. This information provides a good indication of the largest natural gas producers in California, the Rockies, and the San Juan basins, and to a certain extent likely provides information about the largest producers in the Permian basin. (The Permian basin is just one of several basins in Texas.)
