Carmen Sandiego is an game that tests the player's knowledge about geography and general knowledge about different countries. Missions will begin with a treasure being stolen and the player flying to that location. A time limit counts down while they must search the area and interview witnesses to find enough clues to figure out what country the thief flew to next. The player always has a limited selection (usually three or four) of flights available in any given country. This process is repeated until either the villain is found or time expires and they are able to get away. Along with finding out where the thief has headed, the player must discover who the thief is, by best matching personal characteristics (gender, hair color, eye color, hobbies, notable features) to dossiers on Carmen's gang.

In the show, Carmen Sandiego is the world's greatest thief. She is chased around the world by Acme sister/brother detectives Ivy and Zack, and the Chief, a holographic figure, plus the occasional assistance of fellow Acme detectives. Also helping is a Player in front of a computer screen. Carmen is assisted in her capers by various henchmen, some named, others unknown. Carmen always steals a few items, but the items are recovered, while Carmen escapes.

One of Carmen Sandiego's many henchmen has stolen a rare cultural object. The Acme Crime Detective Agency hires three contestants to find the crook and recover the loot. The contestant who captures the crook is then given the chance to locate and capture Carmen Sandiego by locating countries on a large map of a continent placed on the floor. The host, The Chief and a variety of other guests help the contestants by supplying clues. A cappella music is performed at the beginning of the show, between game segments and at the end by Rockapella.

Carmen Sandiego was originally conceived in 1983 by ex-Disney artist Gene Portwood, Mark Iscaro, Dane Bigham and Lauren Elliott at Brøderbund Software. The concept for the product evolved from a game the Carlstons (founders of Brøderbund) played as kids, using the world almanac and maps to play quiz games.

Carmen Sandiego has nearly always been created through animation techniques, either with various forms of computer graphics or with traditional animation. The television version of Where in Time is Carmen Sandiego? is, to date, the only time the character has "officially" been portrayed in live action.
