Certainly a system of capital punishment is open to abuse by a corrupt State & Judiciary. Execution by a political party of innocents, simply to eliminate competition is unacceptable to this Church. As are all abuses of Democracy. However this is merely another example of the tail wagging the dog. It is a basic Computer Science principle: You don't remove a good system just because the implementation of some part of it is problematic. You fix the problem!
Sellin applied his combination of qualitative and quantitative methods in an exhaustive study of capital punishment in American states. He used every scrap of data that was available, together with his knowledge of the history, economy, and social structure of each state. He compared states to other states and examined changes in states over time. Every comparison he made led him to the “inevitable conclusion . . . that executions have no discernable effect on homicide rates” (Sellin 1959, 34).
[One] weapon used to fight capital punishment is the Holy Bible, the "source of all morality." Some Christians claim that we have no right to play God by pointing out the 6th commandment in Exodus 20:13 which states: "Thou shall not kill" But if one translated directly from the original Hebrew version, it is: "Thou shall not MURDER." And murder is defined in any dictionary as the UNLAWFUL killing of a person with malice and aforethought.

Death penalty statistics are summarized here, and there are some downloadable statistical spreadsheets. BJS capital punishment bulletins provide statistics on number of prisoners on the nation's death rows, number of executions, Supreme Court cases during a given year, changes in state capital punishment laws, capital offenses defined by state statutes, characteristics of death row prisoners, and other information. Bulletins are generally available in text-only or Adobe Acrobat format.
That Buddhism should speak out against capital punishment is significant because Buddhism is a world religion in its own right. Buddhism has had a profound impact on the major civilizations of Asia. Moreover, Buddhism enjoys a modest yet growing presence in the United States and elsewhere outside of Asia. Finally, an American Buddhist perspective on the death penalty can help inform the on going debate surrounding capital punishment among Americans, much as Gandhian ahimsa has positively influenced some Christians and non-Christians in the United States to strive for racial harmony and social justice.
