It's official purpose is to bring cannabis experts together so that they can "taste" the latest varieties of marijuana and hashish, and vote for the one they like best, much as a panel of wine experts might gather to judge the year's wine offerings.

Luery begins by saying that Cannabis can be used by farmers to make not only industrial hemp, but ... marijuana. This is the equivalent of saying, "Canis lupus can be used by breeders to create not only chihuahuas, but also wolves." Luery just isn't making sense.
Cannabis cultivation and trafficking probably constitute two of rural Lesotho's more widespread and rewarding economic activities. Growers use marijuana income for everyday expenditures, notably for sending their children to school (secondary education is expensive in Lesotho). It is hard to speak of money laundering in this instance, since income from matekoane is an integral part of mountain farmers' economy. Moreover, South African and Basotho traffickers go to the mountains and buy directly from the growers, which means that the revenues generated by cannabis in the countryside are broadly distributed, rather than concentrated in a few wholesalers' hands as is the case elsewhere, for instance in near-by Swaziland. Concentration occurs among South African traffickers and probably ... among Basothos in the urban zones in western Lesotho, although no trustworthy information is available on this latter group.

Cannabis is not legal in the Netherlands, but there are no criminal laws against having a small amount of cannabis, because the Netherlands has decided that having cannabis should not be a crime. Some other countries are starting to decriminalize marijuana as well (make using it a violation, not a crime).
Cannabis in New Zealand is often sold in relatively small amounts. An ounce of marijuana tends to cost around $300. A 'tinny', a foil-wrapped amount containing enough cannabis for about three cigarettes or joints, costs around $20. Other amounts are often sold for $50 or $100.
