A major problem for Canada is that large segments of its economy—notably in manufacturing, petroleum, and mining—are controlled by foreign, especially U.S. interests. This deprives the nation of much of the profits of its industries and makes the economy vulnerable to developments outside Canada. This situation is mitigated somewhat by the fact that Canada itself is a large foreign investor. Since the free trade agreement with the United States (effective 1989), and the North American Free Trade Agreement (effective 1994), trade and economic integration between the two countries has increased dramatically.

In the 1980s, following the election of a Progressive Conservative federal government, under Prime Minister Brian Mulroney, Canada moved away from the economic nationalism pursued under Trudeau and endorsed free trade and closer relations with the United States. The issue of free trade was especially controversial in that many Canadians feared that the adoption of free trade would amount to the total Americanization of Canada's economy and culture as Canada already faced enormous American influences, but Mulroney won re-election in 1988 which was fought almost entirely on free trade with the U.S. In 1989, Canada and the U.S. signed the Free Trade Agreement (FTA) ending years of endorsement by both countries of tariffs on each others markets. In 1992, Canada and the U.S. agreed to expand the FTA to include Mexico in what would be known the North American Free Trade Agreement (NAFTA). Opposition to NAFTA was high in Canada as the country was still going through recession and high unemployment despite the enacting of the FTA. Despite this, NAFTA was signed by Canada in 1994.
Safety in Canada is not usually a problem, and some basic common sense will go a long way. Even in the largest cities, violent crime is not a serious problem, and very few people are ever armed. Firearm-related violence is on the rise in southern Ontario... but this needn't worry the average traveller, as it is generally confined to particular neighbourhoods and is rarely a random crime. Even though major urban areas are experiencing higher than average rates it should be noted that these rates still remain extremely low compared to similiar sized urban areas in the United States.

Canada finished second in Round 4 of the Americas 1999 Rugby World Cup qualifying, losing only to Argentina, and qualify for the World Cup. Canada finished third in their pool (with France, Fiji and Namibia), winning their match against Namibia but losing their other two fixtures. The victory against Namibia was uncharacteristic for Canada, as they ran the score up to 72-11, one of their most lopsided victories, as there was a very slight statistical chance that they could have advanced on points scored. This trashing was the one bright light in an otherwise gloomy and disapponting 1999 World Cup performance.
