Canada: Canada Act

Canada is a significant source for the U.S. of marijuana and synthetic drugs (methamphetamines, ecstasy), as well as precursor chemicals and over-the-counter drugs used to produce illicit synthetic drugs. Implementation and strengthening of regulations in Canada and increased U.S.-Canadian law enforcement cooperation have had a substantial impact in reducing trafficking of precursor chemicals and synthetic drugs, but cannabis cultivation, because of its profitability and relatively low risk of penalty, remains a thriving industry. Canada increased maximum penalties for methamphetamine offenses in August 2005 and implemented new controls over various precursors in November 2005. Canada is active in international efforts to combat terrorist financing and money laundering.

Other territories were either annexed or joined the federation subsequently: the Northwest Territories through purchase from the Hudson's Bay Company in 1870; Manitoba (1870); British Columbia (1871); Prince Edward Island (1873); the Arctic Islands (1880), Yukon (1898); Alberta and Saskatchewan (1905); Newfoundland (1949). Constitutionally equal in status to Britain according to the statute of Westminster (1931), until 1949 the final court of appeal for Canada remained the Judicial Committee of the Privy Council in London.

The Supreme Court of Canada declares that though women are indeed legal "persons," they are ... ineligible to serve in the Canadian Senate. The Court agreed that the term "person" applies equally to humans of both genders, but the British North America Act referred specifically to "fit and qualified persons" -- necessarily excluding unfit and unqualified people (aka females).

Resolving a dispute that had occupied Trudeau since the beginning of his tenure, Queen Elizabeth II signed the Constitution Act (... called the Canada Act) in Ottawa on April 17, 1982, thereby cutting the last legal tie between Canada and Britain. The constitution retains Queen Elizabeth as queen of Canada and keeps Canada's membership in the Commonwealth. This constitution was accepted by every province except Quebec.
