Located 70 miles from the White House in the Catoctin Mountains of Maryland, Camp David was established in 1942 as a place for the President to relax and entertain. President Franklin Delano Roosevelt wanted to escape the summer heat of Washington, D.C., and the higher altitude of the Camp provided cool breezes and good security. President Roosevelt called the Camp "Shangri-La" after the mountain kingdom in James Hilton's book Lost Horizon. It was renamed Camp David in 1953 by President Eisenhower in honor of his grandson.

Camp David was formed with the intention of providing a place for the President’s relaxation as well as entertainment. It is situated at a distance of 70 miles from the White House in the Catoctin Mountains of Maryland and was constructed in the year 1942. Catoctin Mountain Park is the sub marginal land purchased by the government for this purpose.

The political tensions leading up to Carter's Camp David only worsened. Sadat called for a conference in Cairo, which the PLO and Syria boycotted. The Israeli officials in attendance objected to the honorary plaques set in place of the absent PLO delegates, and insisted that they be changed to read "The Arabs of Eretz Israel." Moreover, when the Israeli delegates saw that there was a Palestinian flag flown outside the Mena House hotel (the site of the conference), they objected to "a strange and unknown flag" and had the conference organizers remove it. In the early 1950s, President Eisenhower renamed Shangri-La "Camp David" after his Grandson. For more than half a century, Presidents have taken the opportunity to leave the pressures and demands of the job back at the White House at least for a little while.
