Cambodia is a constitutional monarchy, and its constitution provides for a multiparty democracy. The Royal Government of Cambodia, formed on the basis of elections internationally recognized as free and fair, was established on September 24, 1993.

The U.S. Agency for International Development (USAID), in concert with the Royal Government of Cambodia and other major donors, is implementing an innovative program that guarantees access to health services for many of Cambodia's poor. According to Figaro, General Ky stated that eleven airfields are being constructed in Cambodia by the Saigon army to facilitate air operations. American sources in Washington now admit that Salgon troops may remain indefinitely and that they may be reinforced with Thai units. The fundamental reason for this is explained in a report by Tad Szulc in The New York Times, May 21, summarizing the views of "senior officials" of the American Government: "…the Lon Nol regime will need assistance to deal with guerrilla and subversive activities…in some ways the situation developing in Cambodia [is] beginning to resemble South Vietnam in 1960, when the Vietcong began their rebellion against the Saigon regime." It is reassuring to learn that senior American officials are now beginning to comprehend (or at least admit) what has been fairly obvious to readers of the world press since shortly after the March 18 coup in Cambodia.

War and brutal totalitarianism in the 1970s created famine in Cambodia. Desperate farm families consumed their rice seeds and many traditional varieties became difficult to find. In the 1980s the International Rice Research Institute (IRRI) reintroduced more than 750 traditional rice varieties to Cambodia from its rice seed bank in the Philippines (Jahn 2006,2007). These varieties had been collected in the 1960s. In 1987, the Australian government funded IRRI to assist Cambodia to improve its rice production. By 2000, Cambodia was once again self-sufficient in rice (Puckridge 2004, Fredenburg and Hill 1978).
