After New York, Bush is set for Pennsylvania, a state at the top of his campaign wish list. He lost the state in the 2000 election and has visited it more than any other 37 times. He will stress his education and health care agendas and visit the flood damage in Allegheny County.

The Supreme Court has repeatedly endorsed the power of Congress to make such arrangements. Bush had a one-point lead on Kerry in the latest Reuters/Zogby national tracking poll released Thursday. Bush led Kerry 46-45 percent, a statistical dead heat well within the poll’s margin of error. They were tied at 46 percent the previous two days.

In his fourth year Bush continued his emphasis on foreign affairs. He put more pressure on Israel to end its construction of new settlements in the West Bank by linking continued American foreign aid to Israeli policies regarding that disputed territory. He insisted that Iraq dismantle its strategic weapons and won United Nations sanctions against Libya until that nation agreed to turn over terrorists for trial in the 1988 bombing of a Pan Am passenger jet. He vetoed a Democratic bill to end “most favored nation†treatment of China (a policy giving it the lowest tariffs on goods exported to the United States), and his veto was sustained. At the end of 1992 he sent marines and other military personnel into Somalia to provide protection for relief workers alleviating the famine in that country. In early 1993 the United States and Russia signed a nuclear arms reduction agreement.

As governor of Texas, for example, Bush Junior has sent the state police to arrest peaceful demonstrators outside the governors mansion. While previous governors allowed peaceful pickets on the public sidewalk outside the mansion, Bush has claimed that they are blocking public access, and had them arrested. Not all protestors, either -- just the ones he doesn't want the press to see.
