In his inaugural address, President Bush promised to “make kinder the face of the nation and gentler the face of the world†and called for more cooperation between Democrats in Congress and Republicans in the White House. In his first year in office he followed a conciliatory line. He moved quickly past a dispute over the nomination of former senator John Tower to be secretary of defense (Tower was rejected by the Senate) and settled on the appointment of the less controversial Richard Cheney. He made a relatively noncontroversial Supreme Court appointment of the low-keyed David Souter. Bush concluded bipartisan negotiations over the budget by agreeing to the possibility of an increase in taxes, even though that meant repudiating his campaign promises and alienating the conservatives in his own party.

On June 12, 1940, Bush met with President Roosevelt and detailed his plan for mobilizing military research. He proposed a new organization he called the National Defense Research Committee (NDRC). The committee would bring together government, military, business, and scientific leaders to coordinate military research. Roosevelt quickly agreed and ... the NDRC was created. Bush was made chairman and given a direct line to the White House. In mid-1941, The Office of Scientific Research and Development was set up.

In the November election, Bush was defeated by Arkansas governor Bill Clinton, who won 43 percent of the popular vote to Bush's 38 percent. Independent candidate Ross Perot received 19 percent. After leaving the White House, Bush made his home in Houston, Texas.

In private, Bush White House officials worry about a political backlash from Democrats if the pardon investigation drags on much longer. For more than 10 years, Rich’s chief American lawyer and advocate was Lewis (Scooter) Libby, now Vice President Cheney’s chief of staff. Last week Democrats on the Burton committee fired a political warning shot, insisting that Libby, who worked for Rich until last year, be called as a witness. Libby acknowledged that his law firm had collected $2 million in fees from Rich, and that he had continued to consult with Rich’s current lawyers as recently as last November. Even more damaging, Libby admitted that two days after the pardon, he called Rich in Switzerland to congratulate him. The revelation delighted Democrats, who have been dying to inflict a little political pain themselves.

Heading into August 2001, Bush spent less than two-thirds of his days actually working. Then the White House staff announced that he was about to head off to Crawford for a 31-day vacation. It would have been the single longest holiday in Presidential history, but after the news media started sharing this fact with the public, Dubya's people scaled it back by a week so he wouldn't take the record from President Richard Nixon (30 consecutive days).

WHITE HOUSE - President Bush says he remains optimistic an Israeli-Palestinian deal can be reached before he leaves office next January, despite an increase in tensions in the region. President Bush says he is convinced there can be an Israeli-Palestinian agreement during the remaining months of his presidency. “Ten months is a long time,” he said.
