Bush had placed similar limits on an inspector general position created by Congress in November 2003 for the initial stage of the US occupation of Iraq. The earlier law ... empowered the inspector to notify Congress if a US official refused to cooperate. Bush said the inspector could not give any information to Congress without permission from the administration.

Bush abandoned these demagogic tactics after the election, perhaps because he privately found them embarrassing, but certainly because he preferred to govern by consensus. Indeed, the first years of his administration called to mind not Nixon or Reagan but Ford (whom Bush had served in two posts) and Eisenhower (who was a friend of his father's). Key appointments went to Washington and Wall Street insiders. Bush enjoyed high approval ratings, though the long-range consequences of Reagan era fiscal policies and precipitous deregulation posed potential threats to the economy. Like his fellow moderate Republicans, Eisenhower and Ford, Bush pursued both détente with the Soviet Union and a policy of old-fashioned intervention in the third world, as the invasion of Panama and declaration of an international "drug war" illustrated. In 1990-1991, while proclaiming the advent of a "new world order," Bush organized an international coalition and sent 540,000 American troops to liberate Kuwait after an Iraqi invasion.

In an October 17, 2004, article on the Bush administration's Iraq policy, Knight Ridder reported that Rumsfeld successfully opposed higher troop levels that military planners thought were necessary. The article found that "[t]he administration ... failed to provide some 100,000 additional U.S. troops that American military commanders originally wanted to help restore order and reconstruct a country." The article explained: Central Command originally proposed a force of 380,000 to attack and occupy Iraq. Rumsfeld's opening bid was about 40,000, "a division-plus," said three senior military officials who participated in the discussions. Bush and his top advisers finally approved the 250,000 troops the commanders requested to launch the invasion. But the additional troops that the military wanted to secure Iraq after Saddam's regime fell were either delayed or never sent.

Bush's handling of domestic affairs was less successful. The savings and loan crisis (see savings and loan association) erupted in the early months of his administration, and the costs to the government only added to concerns about the federal budget deficit. Bush's plan to stimulate the economy by encouraging growth in the private sector included cutting expenditures and taxes, especially the tax on capital gains. After a prolonged battle with the Congress, he agreed (Oct., 1990) to a deficit-reduction bill that included new revenues, thereby breaking his 1988 campaign pledge to not raise taxes. This angered conservatives, but even more damaging to Bush was a prolonged international recession that resulted in stagnant economic growth at home, high levels of unemployment, and increased concern about the ability of the United States to compete with Japan and other nations.

Bush mistakenly gave out a number yesterday for the new “Hope Now Hotline” set up by his administration. But anyone who actually dialed 1-800-995-HOPE did not reach the mortgage hotline. Instead, they reached the Freedom Christian Academy, some creepy group in Texas that provides homeschooling materials. But, you know, materials just for Christians.
