In comparison to the horrors of 1972, events in 1988 appeared to be something of a watershed in inter-communal relations in Burundi. Then international reaction to yet another massacre in August of that year, forced the President, Major Pierre Buyoya, to change course.

Unidentified robbers shot three civil servants killing two on Monday 11 February in Gitega, the second largest city of Burundi. The bloody event took place in the pub belonging to Marcel Seshahu located in the quarter Vétérinaire of the city of Gitega where the victims were quenching their thirst. The robbers who were looking for money and cellular phones killed on the spot two persons, Vincent Ndikumasabo and Cassien Rubereza, and wounded seriously the third person. The wounded one has been referred to Bujumbura for better treatment.

Burundi successfully moved through a full election cycle that began 3 June 2005 with communal elections, culminating in the September 2005 colline, or local, elections. Post-election reviews of the polls were hosted jointly by IFES and the CENI (the electoral commission).

In this report, the International Crisis Group calls upon the international community to remain engaged in Burundi peace building efforts even once the UN peacekeeping mission leaves the country in December 2006. The organization recommends the UN Peacebuilding Commission play an important role in consolidating the peace process.

It is difficult to ascertain the status of trafficking in women, because of the massive flux of women both within Burundi and across its borders. Soldiers require inhabitants of internal displacement camps to cook, fetch water, and perform other chores without compensation.

Because of its ethnic conflict, limited domestic market, and lack of infrastructure, Burundi has attracted few private foreign investors. The 1979 investment code provides basic guarantees to foreign investors and the corporation tax may be waived for five years. In practice there were delays in the repatriation of profits.
