The origins of responsibility budgeting and accounting in government can be traced to the Planning, Programming, and Budgeting System (PPBS) era in the US Department of Defense (1961-1967). Responsibility budgeting and accounting was the centerpiece of Project Prime, perhaps the most promising of the organizational design and development efforts initiated under Secretary of Defense Robert McNamara. Project Prime was the brainchild by Robert N. Anthony (Juola, 1993: 43-44), who succeeded Charles Hitch as defense controller in September 1965. Anthony saw the need for clarification of the purpose of each of the administrative units that comprised the Department of Defense, their boundaries, and their relationships to each other, and for an account structure that would tie the entire organization together.
