The Asia Pacific region has been identified as a high growth and emerging market for broadband and converged access services. In a recently published report by the Dell'Oro Group, a market research analyst firm based in Redwood City, CA., Dell'Oro Group estimated that DSL subscriber lines will grow by more than double by 2008. According to the firm's report, the Asia Pacific region was estimated to have 45 Million DSL lines in service in 2004, going to over 93 Million subscriber lines in service by 2008, growing over 105% in the next 3-year period.

As part of the 2002 farm bill reauthorization, Congress took steps to address this inequity by allocating $100 million to improving access broadband technology in rural areas. The funding through loans and loan guarantees are for construction, improvement and acquisition of facilities and equipment for broadband service. Rural counties under 20,000 population base that do not currently have broadband service or are slated to have the service in the future county governments are eligible for loans and loan guarantees under the program.

The current low penetration rates offer immense growth opportunities in the Asia Pacific broadband access market until 2009. "In 2004, there were more than 70 million broadband subscribers in Asia Pacific, with DSL being capturing for more than half of that subscriber base," says the analyst of this research service. Once last mile access issues are sorted out, service providers can hope to experience more robust growth.

President George W. Bush -- who has expressed his hope for universal, affordable broadband access by 2007 -- and state regulators across the nation are working to encourage deployment of broadband services, and specifically BPL. Since BPL technology uses existing electric power lines, it has the potential to reach every customer that is connected to the electric delivery grid -- a marked advantage over cable and DSL broadband.
