In the early days of British rule, under the East India Company, opium production was discouraged. In 1773, India's first Govenor General, Warren Hastings, recognized that opium was harmful and opposed increasing its production. However, he encouraged the control of opium by the company hoping that by monopolizing and limiting the supply its consumption could be controlled.

The region was ruled by Damerla Venkatapathy, the Nayak of Vandavasi.[8] He granted the British permission to build a factory and warehouse for their trading enterprises. A year later, the British built Fort St George, which became the nucleus of the growing colonial city.[8] In 1746, Fort St. George and Madras were captured by the French under General La Bourdonnais, the Governor of Mauritius, who plundered the town and its outlying villages.[11] The British regained control in 1749 through the Treaty of Aix-la-Chapelle and fortified the town's fortress wall to withstand further attacks from the French and another looming threat, Hyder Ali, the Sultan of Mysore. By the late 18th century, the British had conquered most of the region around Tamil Nadu and the northern modern-day states of Andhra Pradesh and Karnataka, establishing the Madras Presidency with Madras as the capital.[13] Under British rule, the city grew into a major urban centre and naval base.
During the period 1814 to 1826 the British had to fight many wars against Gurkhas (residents of Nepal) in the North and Burmese in the North East. Having incurred several, the British signed peace treaties with both these communities. Between 1817 and 1818 the British had to fight against the Pindaris (a horde of cruel marauders, based in Central India who ravaged and plundered the neighbouring regions as well as some distant areas. They were employed by the Maratha armies as auxiliary forces). The Pindaris were eventually crushed by the British.
Warren Hastings joined the British East India Company in 1750 as a clerk. He served as the first governor-general of British India from 1773 to 1786. Hastings was accused by anti-opium campaigners of a cynical willingness to poison foreigners for commercial advantage. Some of his comments lend weight to this charge: "Opium is not a necessity of life, but a pernicious article of luxury, which ought not to be permitted but for the purpose of foreign commerce only, and which the wisdom of the Government should carefully restrain consumption".

After several losses and some gains British signed peace treaties with Gurkhas of Nepal and Burmese. During the period of 1817-1818 British had to fight against non-traditional armies of Pindaris, who used to plunder British territory. British finally managed to crush Pindaris.
