Brazil's highest Hofstede Dimension is Uncertainty Avoidance (UAI) is 76, indicating the society’s low level of tolerance for uncertainty. In an effort to minimize or reduce this level of uncertainty, strict rules, laws, policies, and regulations are adopted and implemented. The ultimate goal of this population is to control everything in order to eliminate or avoid the unexpected. As a result of this high Uncertainty Avoidance characteristic, the society does not readily accept change and is very risk adverse.
Viewed on the individual level, then, the society of Brazil is incomprehensible. Despite his repeated attempts to navigate the bureaucracy, to manipulate it to his own ends, Sam ultimately fails, and is forced into the ultimate retreat of schizophrenia. Sam's attempts to fight the system take two different forms. First, he attempts to advance his own goals (finding the identity of Jill Leyton and then trying to save her life) with his own cunning, mostly unsuccessfully. In the end, Sam cannot hope to win on their court; the infinite twists and turns of the Ministry's power structure are an impregnable barrier to any individual. So he takes the battle to his own mind in an oversimplified, allegorical contest between himself as a winged superhero and the technocracy as a gigantic metallic samurai.

On Friday one thousand workers gathered in the Cipla plant in Brazil and decided to reduce the working week in the factory to 30 hours. The factory is run by the workers and they are doing it in a very efficient manner, an example to workers in all countries. Workers can run factories and therefore they could ... run society. Alan Woods was among the comrades who addressed the meeting, getting a rapturous applause from the workers present.
